Construction: own team, accepted work.

On construction sites we work exclusively under works contracts. You commission a defined trade or section of work, our team carries it out under its own site lead, you accept the result. We do not offer temporary staffing into construction – it is generally prohibited for construction businesses (§ 1b AÜG), and we comply. What you get: an established team with a site lead that has worked together, on your site 5 to 10 working days after your confirmation, with all the documents your purchasing and site management require from a foreign subcontractor.

Market situation: construction has the largest shortage

In the main construction sector 32 percent of companies reported their business being hampered by skilled-labour shortages in autumn 2025 – the highest value of all sectors, and rising compared with the previous quarter. The Federal Employment Agency lists construction and trade occupations among the 157 shortage occupations of 2025. At the same time construction is the sector with the strictest rules for external labour: temporary staffing is generally prohibited, the works contract must be genuine, construction withholding tax and posting law come on top. Anyone using foreign subcontractors here needs one who knows the rules – and brings the paperwork.Sources: KfW-ifo-Fachkräftebarometer, Oktober 2025 · Bundesagentur für Arbeit, Fachkräfteengpassanalyse 2025 · § 1b AÜG

How we test

  1. 1Technical interview

Trade, structures, heights, site experience in Germany or other countries.

  2. 2Document check

Certificates, ID, references. Welders’ certificates checked for range and validity.

  3. 3Practical test

Reading a plan, producing or assembling a component to plan. Weld test for welders.

  4. 4Team and site lead

We assemble teams from people who have already worked together and name the site lead before travel.

Example deployment

An illustrative example, not a real customer situation. Working days counted from your confirmation of the offer.

A general contractor is building a logistics hall. The subcontractor for the steel structure drops out, the precast parts are on site. Needed: erection of the steel structure of one hall bay within six weeks.

  • Day 01

Request – construction, 6–10 people, immediately, up to 3 months, under notes “steel erection hall, tonnage, plans available, crane on site”.

  • Working day 12

Offer under a works contract – specification based on the plans, unit price per tonne erected, schedule, list of documents. Queries on crane, scaffolding and site set-up. The general contractor confirms – working day 0.

  • Working days 1–33

We assemble the team – site lead, five fitters, two welders with certificate 135 – and send the general contractor the team’s credentials and the site lead’s name. Who works in the team is our decision.

  • Working days 3–84

Contracts, A1 certificates, exemption certificate and register extract to purchasing, customs notification by us, accommodation near the site, travel.

  • Working day 85

Site induction by site management, start of erection. The site lead coordinates daily with the foreman.

  • Ongoing6

Weekly progress with measurement, interim invoices by output, note on § 13b UStG. After six weeks acceptance, final invoice.

Frequently asked questions about construction

Why no temporary staffing on the construction site?

Because the German Temporary Employment Act generally prohibits hiring out workers to construction businesses (§ 1b AÜG). In construction we therefore offer works contracts only – with our own management, specification and acceptance. That protects you and us.

How do you ensure it is a genuine works contract and not disguised temporary staffing?

Through practice, not just paper: defined scope, own site lead, instructions through him, own scheduling within your programme, billing by output, warranty. What your site management should bear in mind day to day is explained under Legal & quality.

Which documents does our purchasing receive before work starts?

With the offer: exemption certificate under § 48b EStG and register extract; the SOKA-BAU certificate on request. Before work starts: A1 certificates for all workers as copies, proof of minimum-wage payment on request, subcontractor declaration on your template. The complete list with explanations is under Legal & quality.

How is it billed?

By unit prices or lump sum, with measurement and acceptance. Interim invoices by progress, final invoice after acceptance. We show no VAT on the invoice but the note on the reverse-charge mechanism under § 13b UStG.

Can you also take on small sections?

Yes, as long as the work can be defined – for example erecting a stairwell, the drywall of one floor or the formwork of one section. There is no minimum size.
